It might be an inevitable for the people to respond, but it doesn't have to turn violent. Not if they hear from those they trust and believe in, in some measure.

( Especially for those who do not wish to be part of what may be brewing. They may not know what to do to keep themselves safe. Mortals often do not, and they are all very fragile. )

That would be a wise course. Many of the homes won't be safe if violence does break out. Perhaps we should consider a safe haven for them?

It would be a valuable way to assist the people of the city. Find the right space for it, reinforce that space with protection, and put in place an action plan for their escape should violence break out. I imagine the violence would be directed at the palace. It's near there people will need the most protection.
